Ag Burn In Westmorland

Description: On February 4, 2016 around 12:20 pm I was driving on Highway 86 heading South driving towards Westmorland when I noticed a a cloud of smoke was emitting from a distance to my right. Within three minutes the smoke had already appeared to be floating towards Westmorland Elementary. Another concern I had was that there were field workers close by working.

Residential Fire

Description: On December 29, 2015 around 12:45 pm I was driving on Highway 86 passing the Arco Gas station and I noticed there was a resident burning brush (twigs and branches) close by Frank Wright Middle School . It concerned me if it was even legal for this individual to be doing this. Especially so close by to a residential area. I am concerned that such incident will encourage other residents to do the same to rid themselves of trash and branches instead of disposing materials in their appropriate green waste containers.
Admin: DTSC Imperial CUPA has forwarded this complaint to the APCD.
Result: APCD responded that as long as the area is outside city limits, burning is permitted unless it causes a nuisance to others (burning near a school is allowed if it during a time when students are not at school AKA weekends or breaks). This location is under the area code for the city of Imperial but outside the city limits, so this burning vegetation/branches is allowed.

Description: On December 29 of 2015 at 12:55pm I was driving Highway 86 entering Imperial I noticed a resident was Bruning twigs and bark. Close to Frank Wright Middle School.

Ocotillo Wind, Bright Red Blinking Lights

Description: The bright red blinking wind turbine lights are out of place here in Ocotillo. Pattern Energy said they would activate the rd lights via a radar system. Juan Vargas actually requested the system approval from the FAA. Pattern Energy stated that they were checking into the system again last year. The very irritating red blinking lights are still blinking every single night. We are unable to enjoy the very reason we built our home here in the desert. Seeing the bright red blinking lights on our way home at night, knowing we are forced to live under them, isn't right. They are an environmental disaster when placed near homes when residents were accustomed to total darkness.
Admin: DTSC Imperial CUPA will discuss this at the next EJ Taskforce meeting and determine what corrective action will be taken.
Ocotillo Wind, Noise, Turbine 176 & 169 and more

Description: The noise generated from the spinning wind turbine blades was over the top loud today. Generally the wind turbine blades emit a swashing, thumping, jet engine noise that is extremely irritating and distracting at wind speed, on the ground, between 9 and 12 MPH. Working in my yard or shop is is very difficult with the blade nuisance and the foreign noise that is not a normal desert sound. The wind turbine blade noise torture can be much more than plus 5 db above ambient noise. I was consistently measuring noise levels at the 60 db level today, and many other days. Evidently Imperial County has allowed an averaged sound reading level during daytime and another averaged sound level at nighttime (leq). The wind turbine noise can be a torture at times. This averaging sound method (leq) should never have been allowed for a wind turbine facility, or any facility that can produce drastic differences in noise. For example, a loud blast next to a home, could be acceptable when the noise is averaged. Complaints to Pattern Energy, BLM and Imperial County Planning and Development Services (ICPDS) have not provided any solutions. A Freedom of Information Act request was submitted to ICPDS for the results of a required noise study after the turbines were operational. A CD with other information was sent to me without the requested information. Can anything be done about the wind turbine noise. This isn't normal and it isn't right...

Ocotillo Wind, Oil Leak at Turbine 148,

Description: Turbine 148 has been leaking for months. On Saturday Nov. 07, 2015 noticed much more oil/grease. Spots on the ground, these turbines are only 3 years old. Will the ground below all turbines be saturated with oil in 30 years?

Pesticide Drift

Description: On October 6, 2015 around 5:20 pm I was exiting Brawley city limit line heading towards via CA-111when I mediately noticed there was an airplane spraying agricultural pesticide drift. My windows got sprayed as well. I was most concerned for the home owner living on (22 Ben Hulse Highway) no more than 300 feet away from the field that was being affected. There was a lot of traffic as well on the Old Highway 111.
