Excess of water for watering backyard

The sprinklers of that house are not programmed and the yard drains are blocked, then the water comes to my property and it is creating stagnant water and generation of moskito. I already spoke that home propietor but the problem continues, he turned off the sprinklers system for some time, but it is turned on now and the problem will continue while he does not fix the yard drain system and set up timer for spinklers system.
