Illegal Fire Confirmed by APCD

I called APCD, at 11:40am, but the fire was active since 10:30am or prior! They were burning waste, lumber,tires , and a little green waste, but mostly even concrete slabs were in the pile, pipes , there was a backhoe that apparently just piled everything (multiple piles about 10 ft high which could only be done with backhoe , , there were multiple gas cans in the area. Republic Services Garbage Collection was monitoring fire, which is odd, because they can haul that waste to there landfill. APCD on the phone confirmed it was an illegal burn and assured someone would go out there, however it is unlikely. I saw different people at the site taking pictures of what they were burning but this observation was while i was on the phone with APCD, the pile only emitted black hazardous toxic smoke , not consistent with green waste!
