Description
Dust Nuisance
Tractor was pulling a scraping apparatus completing each row in 50 second intervals.
The speed of the tractor seemed to promote larger plumes of dust which drifted over
Bowker Road and over Medows Elementary causing a nuisance. I placed a call at
approximately 2:50pm on September 3, 2015. I gave my name (Luis) and described myself
as a concerned citizen. I was asked for a location and I gave Medows Elementary as a
reference point and stated that I would wait in the front gates of the school for an ICAPCD inspector.
I was told by the operator at APCD that an inspector would be dispatched to the location.
I waited until 3:50pm and placed a second call to get an update from ICAPCD on the time the inspector would arrive. I was told an inspector was dispatched and that they would arrive shortly. I was then transfered to Emmanuel Sanchez, APCD Division Manager. He stated that an inspector was not dispatch and that someone would review the complaint the next day. By 3:50pm the tractor completed the scraping and vacated the field. I have attached a video for reference.
