Blanketed smoke filled Orchard road in Holtville

I was traveling on this Orchard road while I observed a man holding a sign to have caution or slowdown. Not a flag. Then observed the beginning stages of a burn of a field. Their was no detour to devert traffic away from this blanketed smoke away from area. I called ACPD and reported and left a complaint and emailed Brad and got a response. Basically farmer forgot to do the detour which also an inspector was on premises. This was suppose to be a controlled burn that was not controlled based on wind patterns close to a roadway! Detours need to be in place before a blanketed freeway gets exposed to smoke it only takes a second for an accident to happen!
