Pesticide/or Fungicide being sprayed

Description:

Herbicide/Pesticide/Fungicide being sprayed at school outside of the school fence, what appears to be not a high school employee by his attire/ and not from a professional company as he is not wearing gloves or protective gear. The main hazard is that he is spraying by the tennis courts and kids are in physical education as you can see in the picture spraying about 20 feet from kids, and there is a wind drift at the moment. My concern is how this affects the kids health while they are exercising and this happening only a few feet away. If its a bad air quality day and we don't know if the kids have any breathing conditions.
