Harsh smelling ditches

Harsh smell, 2 big ditches of water obviously has harmful chemicals in them, tires in the lot and a lot of trash, just taking this picture my feet were sunk into the muddy sand when walking towards the fence of the ponds/ditches of water, foot got sunk in and my foot was smelly and the color black! Not muddy brown, something is wrong.
