Excessive use of train horn

at the intersection of Grant St. and Cesar Chavez Blvd. in Calexico, CALIF. a Union Pacific train stops between the hours of 2am and 6am during weekdays to blow the horn standing still. I understand they have to use it while moving to prevent drivers of their approach, but why do they have to do it the train standing still? at the intersection of Grant St. & Cesar Chavez Blvd. This is annoying and takes my sleep away, causing me to stress along the day, as I wear out more rapidly for my lack of sleep. what can I do to report this matter and to whom that it can take matters in this issue?
