Excessive dust/hay at wilbur ellis facility

Description:
lately there has been an excessive amount of dust and hay being blown into the surrounding area, particularly the Imperial Valley Mall and the residential areas surrounding the facility. The dust production seems to get worse after sundown. I've noticed this happens about 4 times a week. It has become increasingly difficult to breathe around this area, and is nearly impossible to spend more than ten minutes outside when the facility is packing the hay. As an economic hub of the Imperial Valley, we should determine to keep the area as free of pollutants as possible.
