drill mud dumped on New River Flood area

Drill Mud from California Boring being dumped out of a large size tanker carried by a large diesel commercial tractor truck. The dumping occurred in along the new river near the intersections of Urquhart Rd, W Carter Rd, and Fetes Road. The location is East of these intersections along the new river flood area. The large tanker loaded drill mud from a Solar Power site and unloaded at the above location. I placed a red kite in the location where this occurred.
