Trash Burning at the Barbara Worth Country Club(Smoke coming from in between homes)

Saw smoke coming from between the outside of the homes at the Barbara Worth Country Club. On Anderhold and Evan Hewes Highway go inside and were burning from golf carts Worth club in Holtville on 10/15/12. Saw no other burning that day on the four quadrants. Concerned if a permit had been given and if Good neighbor policy had been given to nearby homes in that area. Saw two men on golf carts doing the burning and leaving the area. Catorgorized as a burning field since there is no catagory for burning trash. But was not a field, but trash near the field.
