Description
Flooding from the Chocolate Mountains poured straight into the East Highline Canal. The Railroad and the Coachella Canal both have outlets to allow the rain to bypass over the canal and under the railroad to avoid being obstacles to the rain, however the East Highline is a direct obstacle. Who has jurisdiction on this issue? Looks like poor engineering.
