White truck with green hose dumping into a canal

Location: McConnel Road on outskirts of Brawley turn right . First canal on right side.

Description:
White truck with hood up and hose into canal with a man on top of the truck like trying to fix the truck. (Suspicious). Possibly dumped into the canal. Did a u-turn and drove up to man. His name on shirt is Figueroa and he had a name Sun border ?(but said was getting water and worked nearby. Then I noticed AZ plates as I drove off. Reporting this to be investigated.
